 The Decatur County Board of Commissioners usually meets twice a month in the Commissioners' Boardroom of the County's Administrative Office located at 203 W. Broughton St., pictured above to left of County Seal. The Decatur County Courthouse, pictured on the right of seal, faces Water Street, one block north of the Administrative Offices in downtown Bainbridge.

DISTRICT 1 - EARL PERRY
  District 1 covers Southeastern Decatur County and the City of Attapulgus
 
Earl Perry

Dr. Earl Perry, a Certified County Commissioner and graduate of the Certified Commissioner Advanced Program, joined the Board in January, 2003. He is serving his second term, having been re-elected in 2006 without opposition. His major fields of interests are planning and finances, and he is presently serving on the Board's Internal Audit Committee.      

Commissioner Perry earned BA and MS degrees from Florida State University and MS and PhD degrees in mathematics from Auburn University. In June, 1990, he concluded a 30-year teaching career when he retired from the University of West Georgia, where he had been a Professor of Mathematics.  In July, 1990, the Board of Regents of the University System of Georgia awarded him the honorary rank of Emeritus Professor of Mathematics. He returned to Decatur County in 1992 and lives on his 40-acre farm, within a half mile of his birthplace, in the Mt. Moriah Community of southeast Decatur County. He has two sons and three grandchildren.

DISTRICT 2 - DAVID C. "BUTCH" MOSELY
  District 2 covers Eastern Decatur County and the City of Climax
 
Butch Mosely

Dr. David C. "Butch" Mosely currently serves as Vice-Chairman of the Board of Commissioners. Butch is married to June Mosely and has served as a commissioner since 2005. Butch served as school superintendent at several locations inside and outside of Decatur County. He is a Certified County Commissioner.

Butch heads a local hunting preserve and manages other interests that take up the majority of his time. He is always available to discuss County matters.

DISTRICT 3 - GLENDA BATTLE
  District 3 covers Central Decatur County, Northeast Bainbridge
 
Glenda Battle

The Honorable Glenda Battle, RN, BSN is a native of Bainbridge, GA. She received her Bachelor of Science in Nursing from Valdosta State College in 1978. She has been employed by Phoebe Putney Memorial Hospital since 2001, in the Emergency Center. Ms. Battle has successfully completed courses in Advanced Cardiac Life Support, Trauma Nursing Core, and Emergency Nursing Pediatric.

She was elected to the Decatur County Board of Commissioners, District 3 in 1984 and is currently in her sixth term. She is a Certified County Commissioner (1991) after completion of 48 hours of course work. Commissioner Battle served as President of Association County Commissioners of Georgia (ACCG) from 1996-97. She currently serves on the Georgia Pines MHDDAD Community Service Board as Chairperson, SOWEGA Regional Development Center (RDC) as Vice Chairperson, Chairperson of SOWEGA Rural Transit Committee of the RDC, Gilbert H. Gragg Library Board Chairperson, and SOWEGA-AHEC Vice Chairperson, as well as prominent positions on many other boards and organizations. She was named Decatur County Woman of the Year in 1998 (awarded by the Pilot Club) and received the Emory Greene Leadership Award in 2002 from the ACCG, the highest honor bestowed upon a County Commissioner in Georgia.

DISTRICT 4 - PALMER RICH
  District 4 covers Central Decatur County, Southeast Bainbridge
 
Palmer Rich

Palmer Rich has served as a commissioner since 1998. He is presently the Chairman of the Board of Commissioners. Palmer was born and raised in Decatur County. He attended the University of Florida and served as a County Forest Ranger for the Georgia Forestry Commission where he was employed for 16 years. Palmer also served time in the U.S. Army and National Guard Reserve.

After working for Southland as a Forest Supervisor for 25 years, Palmer retired and now serves as a part-time Forestry Consultant. He has also served the Bainbridge-Decatur County Chamber of Commerce as a past Director and is a Certified County Commissioner.

Palmer is married to Sybil Rich and together they have 2 children and 4 grandchildren. Palmer is active in his local church, First Baptist Church in Bainbridge, where he serves as a Deacon.

Bill Nichols

Bill Nichols is married to Judy Nichols, and has served as a commissioner since 2005. Bill is currently employed by Flowers Bakery as a pilot. Bill also worked at the local John Deere Tractor Company in Bainbridge for many years. He is a Certified County Commissioner.

DISTRICT 6 - GARY PHILLIPS
 District 6 covers Northwestern Decatur County and the City of Brinson 
 
Marvin Rentz

Gary Phillips has been a Bainbridge business owner for more than 29 years. He is married to Dana Brock Phillips, and they have two children, Chason Phillips, 12, and Lauren Redmon, 17.

Phillips is a member and deacon of Bethel Baptist Church. He is very involved in local civic activities and serves on several boards, including the Salvation Army, Bainbridge/Decatur County Chamber of Commerce, and the Downtown Development Authority.

Phillips also completed the first of several Association of County Commissioners of Georgia classes, in order to become a Certified County Commissioner.

Keep Decatur County Beautiful’s Electronic Recycling Event is coming up Saturday, August 23rd at Decatur County Fairgrounds -1213 Vada Hwy., from 10am – 2 pm. At this time, local residents can drop off old personal computers, monitors, LCD screen/flat screen monitors, VCRs, radios, stereos, DVD players, microwaves, power supplies, rechargeable batteries, vacuums, banking equipment, telephones, pagers, networking equipment, laptops, keyboards, mice, power cables, medical equipment (non-hazardous), printers, copy machines, fax machines, cell phones, transformers, scanners, portable electronic devices, servers, HUBS, ink and toner cartridges, remotes, modems, projectors, cameras, and televisions ($10/set charge to leave tv sets.) *Items Not Accepted: Refrigerators, washing machines, clothes dryers, dishwashers, mercury containing devices (thermometers, fire alarms), hazardous chemicals/materials, light bulbs, fluorescent tubes, bio-waste. (*NOTE: appliances ARE accepted at both Decatur County Landfills.  For information, call 465-3188.)

County Calendar

The next regular Board of Commissioners meeting is 7 p.m. Tuesday, August 26, 2008, at County Administrative offices on Broughton Street. Call 248-3030 for more information. Commission minutes from previous meetings can be viewed at bottom of County Commission main page.

The Second Annual Decatur County Employee Health Fair will be held Tuesday, August 19, at the Administration Building at 203 W. Broughton St., from 6:30 am to 3 pm. It is recommended that any employee wishing to participate in the free lab work should fast at least 12 hours before having blood drawn. Smoking Cessation classes begin in September, as well as a series of "Lunch & Learn" health sessions. Employees must register for these free classes at the Health Fair. A Special Purpose Local Option Sales Tax election will be held Tuesday, September 16, 2008 for the purpose of allowing citizens to decide if they want to renew the one cent tax in Decatur County, which, if passed, is expected to generate a total amount of $36,867,625 in five years for use by the county, the Hospital Authority and the county's four municipalities to pay for infrastructure improvements, capital projects and capital purchases.
