  DECATUR COUNTY COMMISSIONERS

 

 The Decatur County Board of Commissioners usually meets twice a month in the Commissioners' Boardroom of the County's Administrative Office located at 203 W. Broughton St., pictured above to left of County Seal. The Decatur County Courthouse, pictured on the right of seal, faces Water Street, one block north of the Administrative Offices in downtown Bainbridge.

DECATUR COUNTY COMMISSIONERS

 DISTRICT 1 - DR. EARL PERRY  District 1 covers Southeastern Decatur County and the City of Attapulgus
 Dr. Earl Perry (D), a Certified County Commissioner and graduate of the Certified Commissioner Advanced Program, joined the Board in January, 2003. He is serving his second term, having been re-elected in 2006 without opposition. His major fields of interests are planning and finances, and he is presently serving on the Board's Internal Audit/Finance Committee and, effective January 2010, he serves as Chairman of the Board of Commissioners.   

Commissioner Perry earned BA and MS degrees from Florida State University and MS and PhD degrees in mathematics from Auburn University. In June, 1990, he concluded a 30-year teaching career when he retired from the University of West Georgia, where he had been a Professor of Mathematics.  In July, 1990, the Board of Regents of the University System of Georgia awarded him the honorary rank of Emeritus Professor of Mathematics. He returned to Decatur County in 1992 and lives on his 40-acre farm, within a half mile of his birthplace, in the Mt. Moriah Community of southeast Decatur County. He has two sons and three grandchildren.

DISTRICT 2 - DR. DAVID C. "BUTCH" MOSELY
  District 2 covers Eastern Decatur County and the City of Climax
 
Butch Mosely

Dr. David C. "Butch" Mosely (D) is married to June Mosely and has served as a commissioner since 2005. Butch served as school superintendent at several locations inside and outside of Decatur County. He is a Certified County Commissioner and effective January 2010, he serves as Vice-Chairman of the Board.

Butch heads a local hunting preserve and manages other interests that take up the majority of his time. He currently serves on the commissioners' Library Committee and is always available to discuss County matters.

DISTRICT 3 - DR. CHARLES T. STAFFORD
  District 3 covers Central Decatur County, Northeast Bainbridge
 

Dr. Charles T. Stafford (D) is a Certified County Commissioner and has been in private practice medicine for 30 years in Southwest Georgia specializing in primary care for women and gynecology. He received his primary and secondary education in Tallahassee, Florida; undergraduate education from Morehouse College, Atlanta; postgraduate education from Meharry Medical College in Nashville, Tennessee, and postgraduate training (Internship and Residency) at Mt. Sinai Hospital in Cleveland, Ohio. Additional postgraduate education includes an MBA Degree for Physician Executives from Kennesaw State Unviersity and Graduate Rural Health Leadership Academy, J.W. Fanning Institute for Leadership from the University of Georgia. 

Current and recent appointments include membership on the Decatur County Board of Elections and Voter Registration and State of Georgia Council on Maternal and Infant Health; Chairman of Region 4 Mental Health, Developmental Disabilities, Drug Addiction Planning Board; board member and commissioners' representative of the Southwest Georgia Regional Commission, where he serves as co-chair of Health, Human Services and Human Resources Committees. He is a member of the National Medical Association, Griffin-Jordan Medical Society of Southwest Georgia, Decatur County Chapter of NAACP and Advisory Board of Southwest Georgia Visiting Nurses Assocation.

DISTRICT 4 - PALMER RICH
  District 4 covers Central Decatur County, Southeast Bainbridge
 
Palmer Rich

Palmer Rich (D) has served as a commissioner since 1998. Palmer was born and raised in Decatur County. He attended the University of Florida and served as a County Forest Ranger for the Georgia Forestry Commission where he was employed for 16 years. Palmer also served time in the U.S. Army and National Guard Reserve.

After working for Southland as a Forest Supervisor for 25 years, Palmer retired and now serves as a part-time Forestry Consultant. He has also served the Bainbridge-Decatur County Chamber of Commerce as a past Director and is a Certified County Commissioner. He currently also serves on the E-911 Committee for the Board of Commissioners.

Palmer is married to Sybil Rich and together they have 2 children and 4 grandchildren. Palmer is active in his local church, First Baptist Church in Bainbridge, where he serves as a Deacon.

DISTRICT 5 - RUSSELL SMITH
  District 5 covers Southwestern Decatur County, Lake Seminole area
 

Russell Smith (D) is a Certified County Commissioner and retired from the Florida Department of Corrections after working there for more than 34 years. He served as Chief Inspector/Investigator for more than seven years and retired as a Prison Warden. Commissioner Smith is married to Diann Ostrander Smith and has two children and four grandchildren. He is a graduate of Attapulgus High School and received an Associate of Science Degree in Criminology from South Georgia College. During his tenure with the Florida Department of Corrections, he received numerous law enforcement, management and corrections courses. He is a Vietnam Veteran who lives near his birthplace on a farm in Southwest Decatur County. 

Commissioner Smith is a member of Sylvania Methodist Church, the NWTF Lake Seminole Spurs, and Bainbridge VFW Post 4904. He is active in promoting hunting and other events for the disabled. Commissioner Smith also serves on the commissioners' finance committee with Vice-Chairman Earl Perry.

DISTRICT 6 - GARY PHILLIPS
 District 6 covers Northwestern Decatur County and the City of Brinson 
 

Gary Phillips (R) has been a Bainbridge business owner for more than 29 years. He is married to Dana Brock Phillips, and they have two children, Chason Phillips, 12, and Lauren Redmon, 17.

Phillips is a member and deacon of Bethel Baptist Church. He is very involved in local civic activities and serves on several boards, including the Salvation Army, Bainbridge/Decatur County Chamber of Commerce, and the Downtown Development Authority.

Commissioner Phillips is a Certified County Commissioner as of April 2009. He is also the Board of Commissioners' representative on the Highway 27 Association Regional Committee. Effective Jan. 1, 2009, Commissioner Phillips was appointed by the Association County Commissioners of Georgia to serve on the ACCG Interlocal Risk Management Agency (IRMA) Board of Trustees.

Dr. Stafford. District 3 Commissioner, on ACCG Health and Human Services Committee

Each summer, county officials from across the state come together to discuss legislative issues important to county government through committee meetings organized by the Association County Commissioners of Georgia (ACCG). Decatur County Commissioner Dr. C.T. Stafford is a member of the ACCG Health and Human Services Committee and recently participated in a meeting to discuss issues that ranged from funding for trauma care to caring for those with mental health disorders.      

ACCG provides public policy development and advocacy on behalf of counties and their communities and works through a consensus building process to establish an annual legislative agenda called the County Platform.  The issues in the platform are developed through the work of six policy committees which include:  Economic Development and Transportation; General County Government; Health and Human Services; Natural Resources and the Environment; Public Safety and the Courts; and Revenue and Finance. 

 

“Participating in an ACCG policy committee helps me stay better informed about legislative issues, understand trends health and human services and learn how new proposals could impact Decatur County,” said Commissioner Stafford.  “These meetings also provide a forum for hearing from state legislators and state agency officials, who develop legislation and policies that have a direct impact on our community.”

 

The primary purpose of the recent meeting was to discuss legislation that passed during the 2010 session of the General Assembly, identify information in the legislative platform to update or change; review revenue and finance issues expected to come before the General Assembly in 2011; and consider new policies to add to the County Platform.  The committee also identified issues that needed further study or discussion through a subcommittee meeting. County officials will vote on the County Platform at the Legislative Leadership Conference scheduled for October 4 – 6, 2010 in Atlanta.

Capt. Janice Van Kirk, "Jail Supervisor of the Year"

Decatur County Sheirff's Office Capt. Janice Van Kirk was recognized as "Jail Supervisor of the Year" by Georgia Jail Association during the Tuesday, July 27, 2010, session of the County Commissioner's meeting. We congratulate Capt. Van Kirk for receiving this honor and appreicate all of her hard work and dedication. The award was presented to her by Lt. Beth Shaffer, with comments from Sheriff Wiley Griffin. Commission Chairman Earl Perry read a resolution commending Van Kirk's achievement before presenting it to her at the same meeting. Paul Soudi recognized by 2010 Census

Decatur County Planning Director Paul Soudi was recognized with a plaque of appreciation from the U.S. Census Bureau for his efforts in orchestrating a successful 2010 Census here in Decatur County. Soudi said the county is at 70 % participation rate, with more people expected to be counted due to census workers canvassing the area. The more people that are counted, the more likely the county can be eligible for certain federal grants or programs. Census also affects how congressional districts are apportioned, he said.
