  DECATUR COUNTY ADMINISTRATIVE STAFF

COUNTY ADMINISTRATOR - TOM PATTON
 
Tom Patton, County Administrator The County Administrator is Tom L. Patton. He serves as the top-level manager for overall operations of the Decatur County government and all of its departments. Prior to accepting the position of Decatur County Administrator in Sept. 2006, Patton was City Manager for the City of Cornelia, Ga. He retired from the U.S. Marine Corps after 35 years of service with the rank of Colonel after serving both in the infantry in Vietnam and in later conflicts as a Marine Aviator and in various command positions including Commanding Officer and Chief of Staff. He provided expert support to the military services and Department of Defense as a military consultant from 2001 to 2003, before accepting the post in Cornelia.

COUNTY CLERK - BEVERLY KING

Beverly is the County Clerk and is responsible for the minutes of all Commission meetings, for issuing alcoholic beverage license applications and also directly oversees payroll payments and non-payroll payments. She is a Notary Public and is custodian of all official county documents and resolutions. She is also responsible for creating and issuing reports originating from the Board of Commissioners and County Administrator's office. Beverly has been employed as County Clerk since January 2006, but has been employed by the County since June 2005.

ACCOUNTING TECHNICIAN - MICHELLE WEST

Michelle is an Accounting Technician and is responsible for overseeing accounting functions of accounts payable, payroll and accounts receivable. Michelle also takes care of other areas of bookkeeping for Decatur County. Michelle has been employed with Decatur County since 1993.

ACCOUNTING TECHNICIAN - MARTI EVANS
Marti is an Accounting Technician responsible for overseeing accounts payable, payroll and accounts receivable. Marti also takes care of other areas of bookkeeping for Decatur County. Marti has been employed with Decatur County since January 2006.

FINANCE DIRECTOR - CARL ROWLAND
Carl Rowland is the Finance Director for Decatur County and has been with the County since May 2006. He responsible for overseeing all of the accounting, bank accounts, landfill accounts and reports, bid openings and financial data reports related to Decatur County. He also oversees and manages the annual budget for the County.

COUNTY TREASURER- CLAUDE SHIRLEY
Claude serves as the county treasurer for Decatur County. Claude was elected to his position in 2004. He serves Decatur County by signing checks, reviewing and submitting financial reports to the County Commission and to Grand Jury and works closely with the finance director on other financial matters.


RECEPTIONIST - MAE JOHNSON
Mae serves as the receptionist for Decatur County. Mae has been employed in this position since April 2006. She is responsible for receptionist duties, requisitions, purchase orders and various other tasks.

HUMAN RESOURCES DIRECTOR - MARJORIE MAYFIELD

Marjorie Mayfield is the Director of Human Resources for the Decatur County Board of Commissioners. She was hired in June 2007 and is a Certified Professional in Human Resources with over 15 years of Human Resources/Management/Supervisory experience. She is currently serving as Chairman of the Southwest GA Employer Committee,  Co-Chair of the Georgia Certified Work Ready Community Program and is a member of the Board of Directors of the United Way of Bainbridge.

ADMINISTRATIVE ASSISTANT TO TOM PATTON - BARBARA PARSONS

Barbara Parsons began working for Decatur County as Administrative Assistant to County Administrator Tom Patton in February 2008. She is responsible for assisting him with correspondence and assists other staff members at the Administrative Offices on Broughton Street as needed. She sometimes handles communications/media releases, researches various projects for Mr. Patton, assists Finance Officer Carl Rowland with reports and helps the commissioners by maintaining correspondence files, news article archives and keeping the county Web site current.

Relocating Bell Precinct to Climax

Pictured above is Bell voting precinct building being moved to the Climax Swine Time Grounds on Wednesday, June 16, one of three old voting precincts, including Pine Hill and Parker, moved by the county. The old buildings will be part of a historical display in Climax.

Dr. Stafford. District 3 Commissioner, on ACCG Health and Human Services Committee

Each summer, county officials from across the state come together to discuss legislative issues important to county government through committee meetings organized by the Association County Commissioners of Georgia (ACCG). Decatur County Commissioner Dr. C.T. Stafford is a member of the ACCG Health and Human Services Committee and recently participated in a meeting to discuss issues that ranged from funding for trauma care to caring for those with mental health disorders.      

ACCG provides public policy development and advocacy on behalf of counties and their communities and works through a consensus building process to establish an annual legislative agenda called the County Platform.  The issues in the platform are developed through the work of six policy committees which include:  Economic Development and Transportation; General County Government; Health and Human Services; Natural Resources and the Environment; Public Safety and the Courts; and Revenue and Finance. 

 

“Participating in an ACCG policy committee helps me stay better informed about legislative issues, understand trends health and human services and learn how new proposals could impact Decatur County,” said Commissioner Stafford.  “These meetings also provide a forum for hearing from state legislators and state agency officials, who develop legislation and policies that have a direct impact on our community.”

 

The primary purpose of the recent meeting was to discuss legislation that passed during the 2010 session of the General Assembly, identify information in the legislative platform to update or change; review revenue and finance issues expected to come before the General Assembly in 2011; and consider new policies to add to the County Platform.  The committee also identified issues that needed further study or discussion through a subcommittee meeting. County officials will vote on the County Platform at the Legislative Leadership Conference scheduled for October 4 – 6, 2010 in Atlanta.

Capt. Janice Van Kirk, "Jail Supervisor of the Year"

Decatur County Sheirff's Office Capt. Janice Van Kirk was recognized as "Jail Supervisor of the Year" by Georgia Jail Association during the Tuesday, July 27, 2010, session of the County Commissioner's meeting. We congratulate Capt. Van Kirk for receiving this honor and appreicate all of her hard work and dedication. The award was presented to her by Lt. Beth Shaffer, with comments from Sheriff Wiley Griffin. Commission Chairman Earl Perry read a resolution commending Van Kirk's achievement before presenting it to her at the same meeting. Paul Soudi recognized by 2010 Census

Decatur County Planning Director Paul Soudi was recognized with a plaque of appreciation from the U.S. Census Bureau for his efforts in orchestrating a successful 2010 Census here in Decatur County. Soudi said the county is at 70 % participation rate, with more people expected to be counted due to census workers canvassing the area. The more people that are counted, the more likely the county can be eligible for certain federal grants or programs. Census also affects how congressional districts are apportioned, he said.
